OVERVIEW
The Chief Operating Officer (COO), whose role aligns with the C&MA title of Assistant to the Superintendent, serves as the District Superintendent’s strategic partner, translating vision into operational reality for the CPD’s growth from 106 to 200 churches. The COO designs, builds, and manages the systems, processes, infrastructure, and team required to support multiplication across Hawaii, Guam, Northern California, Nevada, and Utah.
The COO carries primary responsibility for six strategic priorities: (1) Staff oversight and Key Performance Indicator (KPI) accountability; (2) Church Planting oversight in collaboration with the existing Church Planting Director, with the COO providing strategic focus on English-speaking and Chinese church contexts; (3) Evangelism initiatives to reach 27,000 people for Christ; (4) District events oversight; (5) Technology infrastructure and organizational scaling systems; and (6) Additional responsibilities as designated by the District Superintendent.

QUALIFICATIONS
• Bachelor's degree required; MBA, MDiv, or Master's in Organizational Leadership preferred
• Licensing with the Christian and Missionary Alliance (C&MA) preferred
• 10+ years progressive leadership experience in operations/finance; 5+ years managing teams and budgets over $1M
• Proven track record building scalable systems; experience in nonprofit, church, or mission organization preferred
• Experience with staff development, performance management, and KPI systems
• Committed follower of Jesus Christ aligned with C&MA theology; passion for evangelism and church planting
• Deep commitment to developing Christ-Centered, Spirit-Filled, Healthy, Strategic Leaders
• Demonstrated experience in multicultural or cross-cultural ministry contexts; ability to work effectively across diverse ethnic communities
• Experience with technology systems, CRM platforms, and data analytics preferred
KEY RESPONSIBILITIES
Staff Oversight, Review, and KPI Accountability (25%)
1. Develop and maintain comprehensive KPI system for all district staff with clear expectations and measurable outcomes
2. Conduct quarterly KPI reviews; create culture of accountability with timely feedback and development coaching
3. Address performance issues directly and graciously; prepare regular staff summaries for the District Superintendent (DS); recruit and onboard new staff
Church Planting Oversight – In Collaboration with Church Planting Director (25%)
1. In coordination with the Church Planting Director, design comprehensive launch systems (legal, financial, technology, C&MA compliance) for English-speaking and Chinese church contexts
2. Collaborate with Church Planting Director to establish planter pipelines with specific pathways for English-speaking and Chinese planters; support additional ethnic contexts as directed by the DS
3. Partner with Church Planting Director to coordinate multiplication funding strategy to support 10-20 annual launches across all contexts
Evangelism Initiatives – Reaching 27,000 for Christ (20%)
1. Coordinate with DS to develop comprehensive district-wide evangelism strategy with clear targets toward the 27,000-person goal
2. Design and implement evangelism training programs; create resource library with culturally appropriate materials
3. Establish evangelism metrics dashboard; coordinate district-wide campaigns; celebrate and communicate wins
District Events Oversight (15%)
1. Provide strategic oversight for District Conference, retreats, leadership summits, and training events
2. Develop annual events calendar; create planning systems ensuring consistent excellence
3. Manage event budgets; coordinate logistics; gather feedback for continuous improvement
Technology & Scaling Infrastructure (15%)
1. Oversee technology infrastructure including CRM, communication platforms, and data analytics systems
2. Build scalable systems architecture to support growth from 106 to 200 churches
3. Coordinate financial management with the Chief Financial Officer (CFO), a role separate from the COO, to ensure fiscal alignment with district growth objectives; lead other scaling initiatives as needed
Additional Responsibilities (as needed)
1. Perform additional duties and responsibilities as designated by the District Superintendent to support the overall mission and operational needs of the Central Pacific District.
CRITICAL OUTCOMES
Year 1:
• KPI system implemented for all staff; quarterly reviews completed; DS operational time reduced to <10 hours/week
• 2-5 new churches planted in COO-overseen contexts, in addition to plants overseen by the Church Planting Director; 1-3 English-speaking and multi-ethnic plants; 1-2 Chinese plants launched
• Comprehensive evangelism strategy developed; 50%+ church participation in training; metrics dashboard operational
• Technology infrastructure assessment complete; CRM system selected and implemented; scalable systems roadmap created
Years 2-3:
• Staff team expanded (2-3 additional hires); 10-20 new churches planted annually across all district contexts (COO and Church Planting Director combined)
• Significant progress toward 27,000 evangelism goal; 125-150 churches in district
• Organization ready for 200 churches with fully scalable infrastructure
